On January 1, 1895, the eight named countries were able to receive a private post card from Canada paid at a 2¢ rate.
On January 1st, 1899, postal regulations changed and private postcards were permitted to all UPU countries,
rather than only the initial 8 named in the stamp box. At that time,Toronto Litho postcards already printed not yet sold
had the “2 Cent” text mechanically erased from the card to update them to current postal rate charges.
